          हाल ही में विदेश मंत्री एस जयशंकर ने कहा, ‘हमारे कारण पाकिस्तान एफएटीएफ की निगरानी में है, और उसे ग्रे सूची में रखा गया है। हम पाकिस्तान पर दबाव बनाने में सफल रहे हैं और तथ्य यह कि पाकिस्तान का रवैया बदल गया है, क्योंकि भारत ने विभिन्न उपायों के जरिये दबाव बनाया है। यही नहीं, भारत के प्रयासों के कारण संयुक्त राष्ट्र के जरिये लश्कर-ए तैयबा और जैश प्रतिबंधों के दायरे में आ गए हैं।‘ पाकिस्तान 2018 से ग्रे लिस्ट में बना हुआ है। इसने वैश्विक वित्तीय संस्थानों से उसकी उधार लेने की क्षमता को सीमित कर दिया है, जिससे उसकी अर्थव्यवस्था बुरी तरह प्रभावित हुई है।

पाकिस्तानी नेतृत्व ने इस बयान की आड़ लेकर दावा किया कि भारत एफएटीएफ को प्रभावित कर रहा है। उसके विदेश कार्यालय ने ट्वीट किया, ‘पाकिस्तान हमेशा से एफएटीएफ के राजनीतिकरण और भारत द्वारा उसकी प्रक्रियाओं को कमजोर करने का खुलासा करता रहा है। भारतीय विदेश मंत्री का हालिया बयान पाकिस्तान के खिलाफ अपने राजनीतिक मंसूबों के लिए एक महत्वपूर्ण मंच का उपयोग करने के भारत के निरंतर प्रयासों की पुष्टि करता है।‘ इससे पहले पाकिस्तान के विदेश मंत्री, एसएम कुरैशी ने कहा था कि पाकिस्तान के ग्रे लिस्ट में बने रहने का कोई कारण नहीं है, क्योंकि उसने 27 में से 26 बिंदुओं को पूरा कर लिया था, जिसे पूरा करने के लिए कहा गया था। उन्होंने यह भी ट्वीट किया, ‘पाकिस्तान ने लगातार कहा है कि भारत ने एफएटीएफ का राजनीतिकरण किया है।‘ 

पाकिस्तान भले ही भारत पर एफएटीएफ के राजनीतिकरण का आरोप लगाता है, लेकिन सच यह है कि हर देश अपनी राष्ट्रीय सुरक्षा के लिए काम करता है। पाकिस्तान ने भारत को निशाना बनाने वाले आतंकवादी समूहों का समर्थन किया और बदले में भारत ने कई वैश्विक मंचों पर पाकिस्तान का मुकाबला करने के लिए काम किया, इनमें एफएटीएफ सिर्फ एक था, इसके अलावा भारत ने बालाकोट में उसके शिविर को निशाना बनाया। पाकिस्तान द्वारा वैश्विक मानदंडों का पालन नहीं करने के मुद्दे को नियमित रूप से उठाकर भारत ने दुनिया के सामने साबित कर दिया कि पाकिस्तान का एफएटीएफ की शर्तों का पालन करने का कोई इरादा नहीं है। 

पाक मीडिया के मुताबिक जोहर टाउन धमाके में हाफिज सईद को निशाना बनाया गया था। हालांकि पुलिस रिकॉर्ड के मुताबिक, हाफिज के जेल में होने की आशंका थी। धमाके और पाक हस्तियों के बयानों से संकेत मिलता है कि पाकिस्तान का एफएटीएफ के निर्देशों का पालन करने और विश्व स्तर पर नामित आतंकवादियों को उनके कार्यों के लिए जिम्मेदार ठहराने का कोई इरादा नहीं है। तथ्य यह है कि वह अपने आवास में छिपा है, यानी पाकिस्तान एफएटीएफ से झूठ बोल रहा है। 

दशकों तक पाकिस्तान ने तालिबान को अपनी धरती पर पनाह दी, उन्हें हर तरह का समर्थन दिया, जबकि वैश्विक स्तर पर इससे इन्कार करता रहा। दूसरी तरफ, उसने भारत पर पाकिस्तान विरोधी आतंकवादी समूहों के समर्थन का आरोप लगाया। पिछले हफ्ते एक बयान में, तालिबान ने पाकिस्तान सरकार से पाकिस्तान तालिबान के साथ बातचीत करने का आग्रह किया, क्योंकि वह अफगानिस्तान में मजबूती से जमा हुआ है। यह पाकिस्तान के उस दावे को झूठा साबित करता है कि भारत पाकिस्तान विरोधी आतंकवादी समूहों का समर्थन करता है।

पाकिस्तान की आतंकवाद समर्थक नीतियों के कारण एक राष्ट्र के रूप में अफगानिस्तान को भारी नुकसान हुआ। पाकिस्तान जैसे दुष्ट देशों के खिलाफ कार्रवाई करने के लिए वैश्विक मंचों पर अपनी बात रखने की अफगानिस्तान के पास ताकत नहीं थी। भारत सहित बाकी दुनिया ने वैश्विक संस्थाओं को पाकिस्तान के खिलाफ कार्रवाई के लिए प्रेरित किया, जिससे उसे अपनी नीचतापूर्ण नीतियों का खामियाजा भुगतना पड़ा। यानी अकेले भारत ने नहीं, बल्कि वैश्विक समुदाय ने पाकिस्तान के खिलाफ कार्रवाई की। दूसरी बात, जिसे पाकिस्तान भूल जाता है कि ग्रे लिस्ट में उसका रहना एजेंडा बिंदुओं को पूरा करने के कारण नहीं, बल्कि अधूरे एजेंडा बिंदुओं के महत्व के कारण है। 

एक प्रमुख कारण, जिसे पाकिस्तान ने अभी तक पूरा नहीं किया है, वह आतंकवादी समूहों और उनके सरगनाओं के खिलाफ निर्णायक रूप से कार्रवाई है, जिसमें संयुक्त राष्ट्र सुरक्षा परिषद द्वारा प्रतिबंधित आतंकी भी शामिल हैं। ग्रे लिस्ट में पाकिस्तान के बने रहने को सही ठहराते हुए एफएटीएफ ने जो बयान जारी किया है, उसमें साफ है कि डेनियल पर्ल की हत्या के आरोपी उमर सईद शेख को पाकिस्तान के सर्वोच्च न्यायालय ने मुक्त कर दिया। इसी तरह पाकिस्तान ने मसूद अजहर, हाफिज सईद और जकीउर रहमान लखवी के खिलाफ कार्रवाई नहीं की है। पाकिस्तान ने उन्हें आतंकवाद के वित्तपोषण के लिए दंडित किया है, लेकिन आतंकवाद के लिए नहीं, जिसकी दुनिया भर से मांग हो रही है।

अमेरिकी विदेश मंत्रालय के प्रवक्ता नेड प्राइस से जब कुरैशी के उस बयान पर सवाल किया गया, जिसमें उन्होंने कहा था कि भारत एफएटीएफ को प्रभावित कर रहा है, तो उन्होंने कहा कि अमेरिका ‘पाकिस्तान को एफएटीएफ और अंतरराष्ट्रीय समुदाय के साथ काम करना जारी रखने के लिए प्रोत्साहित करेगा, ताकि आतंकवाद के वित्तपोषण, जांच और अभियोजन को संयुक्त राष्ट्र द्वारा नामित आतंकी समूहों के सरगनाओं और कमांडरों को लक्षित करके शेष कार्रवाई को तेजी से पूरा किया जा सके।‘ उन्होंने स्पष्ट किया कि पाकिस्तान को अंतरराष्ट्रीय कानून के अनुसार प्रतिबंधित आतंकियों के खिलाफ कार्रवाई करनी चाहिए, जिससे वह बचने का प्रयास करता है। 

आतंकवादी समूहों और उनके नेताओं के खिलाफ कार्रवाई किए बिना पाकिस्तान एफएटीएफ के चंगुल से बाहर निकलने के लिए हर तरह का प्रयास करता है, क्योंकि उन्हें पाक सेना और आईएसआई द्वारा पोषित किया गया है। ये आतंकी सरगना पाकिस्तान के लिए संपत्ति हैं और अगर यह उनके खिलाफ कार्रवाई करता है, तो वे संभवतः पाकिस्तान को नुकसान पहुंचा सकते हैं। इसलिए भारत पर आरोप लगाकर वह एफएटीएफ को बरगलाना और इसकी अनिवार्य शर्तों को पूरा किए बिना ग्रे लिस्ट से बाहर आना चाह रहा है। लेकिन उसे इसकी अनुमति कभी नहीं दी जाएगी। पाकिस्तान ने आतंकी समूहों का समर्थन किया और अब उसे इसकी कीमत चुकानी ही होगी।

Pakistan’s FATF drama

          Addressing the BJP’s leadership training program, S Jaishankar, India’s External Affairs Minister (EAM), stated, ‘Due to us, Pakistan is under the lens of FATF, and it was kept on the grey list. We have been successful in pressurizing Pakistan and the fact that Pakistan’s behaviour has changed is because of pressure put by India by various measures. Also, terrorists from LeT and Jaish, India’s efforts through UN, have come under sanctions.’ Pakistan has remained in the Grey List since 2018. This has limited its ability to borrow from global financial institutions, severely hampering its economy.

This statement was exploited by Pakistan’s leadership claiming India is manipulating the FATF. Its foreign office tweeted, ‘Pakistan has always been highlighting the politicization of FATF & undermining of its processes by India. The recent statement by Indian EAM is further corroboration of India’s continued efforts to use an important technical forum for its political designs against Pakistan.’ Earlier, Pakistan’s foreign affairs minister, SM Qureshi had stated that Pakistan has no reason for remaining on the Grey List, as it had completed 26 of the 27 points which it was asked to complete. He also tweeted, ‘Pakistan has consistently maintained that India has politicised FATF.’

While Pak may view India as politicizing the FATF, the reality is that every nation works to implement its own national security. Pakistan supported terrorist groups targeting India and in retaliation India acted to counter Pak in multiple global forums, FATF being just one, apart from targeting their camp in Balakote. By regularly raising Pakistan’s non-adherence to global norms, India has proved to the world that Pakistan has no intention of following FATF conditions.

The Johar Town blast, as per Pak media, targeted Hafiz Saeed. However, as per police records, Hafiz was expected to be in jail. The blast and statements by Pak personalities indicates that Pak has no intention of adhering to FATF directions and holding globally designated terrorists accountable for their actions. The fact that he remains ensconced in his residence implies Pak has been lying to the FATF.

For decades, Pakistan supported the Taliban on its soil, giving them every form of support, while denying the same globally. On the other hand, it blamed India for supporting anti-Pak terrorist groups. In a statement last week, the Taliban urged the Pak government to hold a dialogue with the Pakistan Taliban, as it remains firmly entrenched in Afghanistan. This amounts to Pak’s claims of India backing Pak terrorist groups is a false statement.

As a nation, Afghanistan suffered huge casualties because of Pak’s policies of supporting terrorism. Afghanistan had no power to push global forums to act against rogue states like Pak. The rest of the world, including India, pushed global entities to act against Pakistan, making it pay for its dastardly policies. Hence, it was not India alone but the global community which acted against Pakistan.

Another factor which Pakistan forgets that its remaining on the Grey List is not due to the number of agenda items it has cleared, but the importance of incomplete agenda points. The major factor which Pakistan has yet to complete is acting decisively against terrorist groups and their leaders including those proscribed by the UNSC. The FATF statement, justifying Pakistan’s retention, came in the wake of the Pak supreme court freeing Omar Saeed Sheikh accused in the murder of Daniel Pearl. Similarly Pak has yet to act against Masood Azar, Hafiz Saeed and Zakiur Rehman Lakhvi. Pakistan has punished them for terrorism funding but not terrorism, which remains the global demand.

Ned Price, the US foreign office spokesperson, when questioned on Qureshi’s statement about India influencing FATF stated that the US would, ‘encourage Pakistan to continue working with the FATF and the international community to swiftly complete the remaining action items by demonstrating that terrorism financing, investigations, and prosecutions target senior leaders and commanders of UN-designated groups.’ He implied that Pakistan must act against proscribed terrorists as per international law, an action Pakistan attempts to bypass.

Pakistan seeks every means to get off the FATF hook without acting against terrorist groups and their leaders as these have been nurtured by the Pak army and the ISI. Their cadre are currently fighting alongside the Taliban in Afghanistan. These leaders are assets for Pakistan and if it acts against them, the groups could possibly turn inwards. Hence, by accusing India, it is seeking to change the narrative of the FATF and move out of the Grey List without completing its mandatory conditions.

This will never be permitted, despite Pak attempting to play the India card. This is not something the world would ever permit. Pak supported terrorist groups and would now pay the price for doing so.
